Stakeholder engagement programme

As part of the Simandou SEIA, an extensive stakeholder engagement programme took place in 2011 and 2012. Four rounds of prefectural workshops took place to consult the populations affected by the Simandou Project:

• round 1 took place between September and October 2011 and was principally designed to inform people about the Project and the launch of the SEIA and PARC processes, to explain how people can get involved and have their say, and to invite comments on the ToR;

• round 2 took place in January and February 2012, and focused on hearing stakeholders' views and concerns regarding the Project proposals. The purpose of the second round was to complete the information gathered during the first round of consultation and to enter into further details on the planned works prefecture by prefecture. Some preliminary answers were also provided to questions posed during the first round. Local communities had another opportunity to complete comment forms and to transmit them directly to the SEIA team and to Simfer;

• round 3 took place in July 2012. Contrary to the other three rounds, this round of consultation was only intended for prefectural authorities, mainly prefectural directors. The aim of this round was to present the impending SEIA submission process to prefectural authorities. A preliminary presentation of the main findings of the SEIA Reports was also presented to the attendees; and

• round 4 took place in October and November 2012 and was principally designed to present the main findings of the Mine, Rail and Port SEIAs. The restitution round was designed to provide feedback to stakeholders on the outcome of the process, and to disclose and seek comments on the SEIA. The impacts and associated mitigation measures identified and defined in the SEIA Reports were presented in a concise and easy to understand way to stakeholders.

As the Project will require access to land, water and geological resources, another key element of the Simandou Project is the Resettlement and Compensation Action Plan (PARC) (Plan d'Action de Réinstallation et de Compensation). In order to access these resources, the Project has developed a resettlement and compensation programme which is in line with Guinean regulations and the IFC Performance Standards (PS5).
